You can help translating WordPress to your language at any time. Just log in to the translation platform with your WordPress.org account, and suggest translations. If you want to help in managing and validating translations, please make sure to get in touch with the existing language team and follow the glossaries & style guides if the team has them.

Our translation (de-DE) for 5.3 is now 100 % (default and formal). When will it be available in Beta 5.3. (beta tester plugin) for further fine tuning of the language? Thanks.
They should already be available. To check the status you can search on Slack via “in:#meta-language-packs New packages are available de_DE”
New and fuzzy strings translated to es_ES.

Additional remarks:
You can replace some things with localized stuff, not related to original sources. Except: Julio Cortazar quote (you cant change the signature), Matt quote (same), Kobayashi haiku (limited replace, as here is a bird image), Mont Blanc is just an image caption, therefore exact translation is not 100% required.
If you translate them as is (english), or take classic translation from some source, or even replace stuff with something local, make sure to check the result in block inserter.
