Convert theme previewer from single site setup to multisite setup.

Description
Currently theme previewer does no justice to themes and make selecting themes for users tedious, they have to download and setup each theme to see if they like the theme.
So I am proposing that we convert current previewer to multisite so authors can setup a demo for each of their themes, atleast as much as they can without the recommended plugins, themes are required to work without any plugins anyway.
So it will be approved version of their theme and bundled images and theme options configured.

No, themes should work on any content, and making a multisite instance just so theme authors can customize the content to their specific theme isn't a solid way forward.
Make your themes use sane defaults so that they work when activated on any site, without setup. This should be the standard for all themes in the WordPress.org directory.
