Description

We have three new Core committers that need to be added, following the process here: https://make.wordpress.org/core/handbook/best-practices/when-you-become-a-committer/

ianbelanger - Theme commit access.

@desrosj will take him through the handbook.

He's already been added to /home/svn/etc/develop.svn.wordpress.org, but none of the other steps are complete.

TimothyBlynJacobs - Full commit access.

Note: username does have capital letters in it.

@jorbin will take him through the handbook.

joedolson - Full commit access.

I'm not aware of a volunteer to guide him through the process, yet.

The SVN steps, capes, password watcher, and Trac labels have been updated. The only pending tasks here are the actual human steps of guiding through the process.

I had a long talk with @afercia a few weeks ago, although the phrase "the talk" was not used in the conversation, so I don't know whether that's been done. Happy to go through the handbook with anybody, though. Don't intend to do anything specific until after 5.3 is released, though, so no rush.

@ianbelanger has been on-boarded and made his first successful commit today.
