Hello,
I've tried to use Portfolio Shortcode in thema 2020 (WordPress 5.3-RC4-46673) but it doesn't seem to work.

Is it a bug or I was wrong?

That documentation is only valid for the service and hosting at WordPress.com as they offer a lot more than running/hosting WordPress. WordPress is the self hosted software developed here.

There is no portfolio shortcode in WordPress. If your previous theme had it defined, then you need to switch back to that theme or find a plugin to supply it.
(that's why WordPress repository does not allow themes to define shortcodes)
