Issue with Visual Editor image inline editor for Arabic/RTL

Description

In Arabic installation, I added an image to Hello World post, clicked the image to get the image toolbar.
When moving mouse over the toolbar, it is flickering, and when click the icons it does nothing.

Tried to many installs online, and offline. I tested it with new install as well.
