A bug in 4.7.4 that is going worth on trunk

in 4.7.4
on wp-admin/edit-comments.php there is a "bulk actions" available at the top and at the bottom of the list.
When selecting pending, the "bulk actions" at the bottom of the list is missing.

there is no more "bulk actions" at the bottom of the comments list !

posts and users lists show "bulk actions" on top and bottom in all cases (as far as i have tested it).

@Arena94 if I'm not wrong, the Bulk Actions on the bottom is supposed to appear just when the number of items shown in the table is greater than the "per page" option set in the Screen Options. That means, when you go in the Pending Comments view you probably have less than 20 (default value for the per page setting) pending comments.
